CERTIFICATION FOR DISABILITY EXCEPTIONS (N-648)
Evaluating factors to allow an exception to the English and civics testing requirements for naturalization
Naturalization is the process by which U.S. citizenship is granted to a foreign citizen or national after he or she fulfills the requirements established by Congress in the Immigration and Nationality Act (INA). In order to apply to become a naturalized U.S. citizen, an applicant must meet certain eligibility requirements. However, some applicants can be exempt from fulfilling the English and/or civics requirements if they are unable to do so because of physical or developmental disability or mental impairments.
Learn how to assess an applicant’s cognitive impairments and adequately complete the form required by the United States Citizenship and Immigration Services.
In this course, you will learn how to assess an applicant’s cognitive functioning and ability to retain new information, which tests and psychological measures to employ, and how to properly and thoroughly complete the required N-648 form, Medical Certification for Disability Exceptions.
The training will also cover practical and ethical considerations for working with interpreters.
Please note that only licensed psychologists or psychiatrists are authorized to certify the N-648 form.
